Forms Available for Applications Under Freedom of Conscience (Cannabis) Act and Rastafari Rights Recognition Act
Basseterre, Saint Kitts, April 2, 2026 — The Government of Saint Kitts and Nevis wishes to inform the Rastafari Community and all persons desirous of applying for permits, licences and related registrations under the Rastafari Rights Recognition Act, 2023 and the Freedom of Conscience (Cannabis) Act, 2023 that the prescribed forms are available at two convenient locations on Saint Kitts.
Application forms may be collected from the Ministry of Ecclesiastical and Faith-Based Affairs, located at the Neville Building at Buckley’s, Saint Kitts, and from the Medicinal Cannabis Authority, located on Princes Street, Basseterre.
The public is reminded that the Rastafari Rights Recognition Act, 2023 makes provision for the registration of Rastafari groups and the registration of Rastafari places of assembly, using the prescribed forms set out in that Act.
Under the Freedom of Conscience (Cannabis) Act, 2023, adults may apply for a licence to possess limited quantities of cannabis in permitted public places, to smoke cannabis in designated smoking areas, and to cultivate up to five cannabis plants in a secured area within a private residence, in keeping with the enjoyment of freedom of conscience, including freedom of thought and religion. The Act provides that applications are to be made using the prescribed form set out in the Schedule.
Importantly, the Government wishes to make it absolutely clear that all permits, licences and registrations issued under Rastafari Rights Recognition Act, 2023 are free of charge. The fees for licencing under the Freedom of Conscience (Cannabis) Act, 2023 have also been waived until December 31, 2026.
