NEWTOWN HEALTH AND COMMUNITY CENTRES RENAMED IN HONOUR OF COMMUNITY ICONS
Basseterre, Saint Kitts, February 17, 2026 (SKNIS): In a heartfelt ceremony held on Tuesday, February 17, 2026, the East Basseterre community paid tribute to four of its most distinguished citizens whose lives and service have left an indelible mark on Newtown and the wider community of Saint Kitts.
The Newtown Health Center and the Newtown Community Center have been officially renamed in honour of two local icons — Nurse Millicent West and Mr. Kennedy Earle Clarke, respectively, during a ceremony attended by officials including the Governor General, Her Excellency Dame Marcella Liburd; Prime Minister, the Honourable Dr. Terrance Drew; Deputy Prime Minister and Parliamentary Representative for East Basseterre, Honourable Dr. Geoffrey Hanley, and other Cabinet members, as well as family members of the honourees and residents of the community.
In delivering remarks, Deputy Prime Minister Hanley, described the occasion as “simple in form but profound in meaning,” emphasising that the renaming symbolises the community’s deep appreciation for the selfless service and unwavering dedication of the honourees.
The Newtown Health Center now carries the name of nurse Millicent West, a beloved midwife who delivered thousands of babies and served generations of families. Dr. Hanley highlighted that Nurse West’s work extended far beyond the clinic walls.

“She carried a small suitcase from house to house, always ready to serve, always ready to bring new life into the world. Today, we name the health centre in her honour for her compassion and for all that she did in the Newtown community,” said Dr. Hanley.
The Newtown Community Centre has been renamed in recognition of Earle Clarke, whose remarkable life embodied the spirit of service. A man of many talents, Mr. Clarke was remembered for his unwavering spirit and infectious positivity.

“He was deeply involved in the healing process of many patients visiting the hospital daily, offering encouragement and massages, reminding us all to always give thanks,” the deputy prime minister shared. “In politics, he fought for the ordinary man, encouraging people to speak up and never be afraid.”
Within the newly renamed community centre, two halls now honour additional community stalwarts: Lloyd Lazar and Teacher Myrtle Neal.
Mr. Lazar, known for his decades of service as a volunteer, sportsman, reporter, and permanent secretary, was celebrated for touching countless lives through his dedication to youth and national development.
Meanwhile, the Myrtle Neal Hall, located on the upper floor, pays homage to Teacher Miss Neal, a pioneering educator who operated one of the first preschools in East Basseterre. Her legacy lives on through the many students who went on to achieve greatness under her early guidance.
In closing, Dr. Hanley extended sincere appreciation to the families of the honourees, stating, “To the families of Nurse West, Mr. Clarke, Mr. Lazar, and Mrs. Neal, I extend heartfelt gratitude and say thank you for sharing these giants with us, allowing their gifts to shape our community.”
Tuesday’s renaming ceremony stands as a testament to the spirit of community, service, and excellence that continues to define Newtown and East Basseterre.
