2025 Review of Cost-of-Living Measures and Economic Impact
BASSETERRE, Saint Kitts and Nevis, December 15, 2025: The National Cost-of-Living Task Force presents this 2025 recap as part of the Government’s continued commitment to enhancing household purchasing power, improving market transparency and responding decisively to global cost pressures. Throughout the year, the Task Force applied data-driven analysis, cross-agency collaboration and public engagement to deliver targeted interventions that provided direct relief to citizens while supporting economic stability.
The Budget Boost Wallet (BBW) was the most visible and impactful cost-of-living intervention in 2025. A total of EC$36.6 million was disbursed to 23,236 beneficiaries, with EC$3.3 million remaining in citizens’ digital wallets as of 1 July 2025, a substantial balance that underscores the programme’s wide reach, its immediate support for many and the varying degrees of need across households. The initiative enabled households to purchase food, personal care items and pay utilities with greater certainty, providing tangible financial breathing room during a period of elevated global inflation and prices. Programme assessments indicate that the Budget Boost Wallet contributed to improved household stability and wellbeing by delivering immediate and dignified support.
In parallel, the Government implemented a six-month reduced Value Added Tax (VAT) Holiday from 1 January to 30 June 2025, easing pressure on household budgets and supporting local economic activity. The reduction lowered the cost of everyday goods and services, encouraged consumer spending and increased retail turnover, particularly among small and micro businesses. As part of this wider cost-of-living response, the Government intentionally redirected fiscal resources back into the economy, resulting in a VAT impact of EC4.1 million dollars through the Customs and Excise Department and EC3.8 million dollars through the Inland Revenue Department. This policy choice translated into lower prices at the checkout, greater household affordability and improved business cash flow at a critical time.
Building on those six-month relief measures, the Government went further to strengthen household incomes by increasing the national minimum wage, effective 1 July 2025. The hourly rate rose from EC$10.75 to EC$12.50 (equivalent to EC$500 per week on a 40-hour basis), fulfilling a commitment announced in late 2023 and marking the second increase under the current administration within three years (the previous rise took effect on 1 January 2024). This adjustment places St Kitts and Nevis at the forefront of OECS member states in statutory minimum pay, reinforcing the Administration’s broader approach to improving affordability and economic resilience.
Complementing these fiscal measures, the Task Force advanced a targeted consumer education campaign–“Smart Spend SKN”. Using data-driven visuals, price information was translated into clear, practical guidance, showing households how informed brand and product choices could generate meaningful savings over time. The “Smart Spend SKN” infographics highlighted cost differentials across commonly purchased items and demonstrated how small purchasing decisions could cumulatively improve household affordability. This initiative strengthened price awareness, promoted smarter consumption patterns and reinforced the Task Force’s commitment to empowering citizens with information, not only financial support.
To ensure that policy decisions were grounded in evidence, the Task Force partnered with the Departments of Consumer Affairs and Statistics to launch a national business survey in November 2025. The national business survey is ongoing and will run through the first quarter of 2026. To date, the survey captured the experiences of 130 predominantly micro and small enterprises operating mainly in consumer-facing service sectors. Respondents consistently identified rising prices, access to finance and energy costs as their main pressures, with imported inputs and taxes cited as the most significant cost drivers. While most businesses reported moderate impacts on profitability, many also indicated plans to invest in renovations, equipment, staff training and sustainable energy solutions. Views on existing government support were mixed, with businesses calling for lower import duties, expanded grants, improved access to affordable financing and stronger business development support.
A nationwide household economic survey complemented the business findings by capturing the lived experiences of citizens. While respondents were generally aware of the VAT reduction, many did not clearly perceive its direct impact, reflecting both communication gaps and the reality that a large share of household spending is on food, which is largely VAT exempt.
In contrast, direct cash-based support such as the Budget Boost Wallet was more immediately visible and strongly valued. Despite mixed perceptions, respondents expressed support for continued VAT relief and indicated that future reductions may be more effective if strategically targeted toward sectors such as construction, renewable energy, small business development and food security related manufacturing, where cost savings can be more clearly passed on to households.
The work of the National Cost-of-Living Task Force in 2025 demonstrates that carefully targeted, data informed interventions can deliver meaningful outcomes for both households and businesses. As the 2026 Budget Debate approaches, the Task Force’s analysis and recommendations will continue to guide national priorities focused on affordability, resilience and sustainable economic growth.
The Cost-of-Living Task Force is established to provide the Cabinet of the Government of Saint Kitts and Nevis with evidence-based, implementable recommendations aimed at identifying and mitigating the factors contributing to rising living costs, while proactively managing external shocks that may affect the affordability of goods and services for citizens and residents.
